Licenses and Permits
As of January 1, 2022, the Township of South-West Oxford has discontinued providing dog licenses to our residents. It is the responsibility of the pet owner to provide identification for their pet (e.g., a dog tag from a pet store, a microchip, etc.) Dog licensing fees will no longer be added to taxes. Failure to have proper identification on your pet may result in a $150.00 fine per occurrence.

A license is not required to hold a silent auction.
Charitable gaming refers to lottery schemes permitted by a license under the Criminal Code of Canada. A lottery is defined as "any time consideration is paid for a chance to win a prize" where consideration (cash) is paid for a chance (ticket/card) to win a prize.
These may include bingos, raffles, break-open tickets, and Monte Carlo events held by charitable and religious organizations.
The Alcohol and Gaming Commission of Ontario (AGCO) is responsible for administering the lottery licensing program in the province - municipalities are partners with the AGCO in issuing lottery licenses to eligible charitable and religious organizations.
Apply for a lottery license
Application forms and all required documentation may be submitted in person to the Township Clerk at the Township Office from 8:00 am to 5:00 pm.
Canada's Criminal Code permits charitable and religious organizations to conduct a lottery scheme to raise funds once a license is issued. Organizations must have a demonstrated charitable or religious mandate to provide programs for:
- relief of poverty;
- advancement of education;
- advancement of religion;
- other charitable purposes beneficial to the community
The following pre-requisites are mandatory to be considered eligible for a lottery license:
- Organizations must be in existence for at least one (1) year.
- The organization must have a place of business in Ontario; demonstrate that is established to provide charitable services, in Ontario, and use proceeds for objects or purposes that benefit Ontario residents.
- The Township of South-West Oxford will only issue a lottery license to an organization that operates charitable facilities or programs within the County of Oxford.
The primary purposes of an organization are determined by considering:
- The mandate of the organization is set out in its incorporation documents or documents stating the organization's objectives.
- The objects of the organization as described in its application for license.
- The services which have actually been provided by the organization to the community.
- social clubs
- professional associations, unions, employee groups
- elected representative groups including municipal, regional, provincial, and federal governments (including Committees of Council)
- government ministries, agents, or bodies
- political lobby groups
- political parties
- adult hobby groups
- private sports club (e.g., golf/curling)
- adult sports teams
- individual youth sports teams
If one of these groups wishes to raise funds to donate to charities, it must become recognized as a charitable organization with an established charitable mandate, either through incorporation or by constitution and by-laws, and apply for lottery licenses to be used for projects or donations that are consistent with its charitable mandate.
Proceeds from lotteries must be used for a charitable or religious objects or purpose only, and be used within the Province of Ontario.
Eligible uses of proceeds must be:
• in themselves charitable and advance the charitable purposes or objects of the organization;
• used for the direct delivery of the charitable purposes or objects of the organization; and
• directed toward specific segments of the Ontario community or residents of Ontario with a common need.
A proposed use of lottery proceeds is ineligible if:
• it provides a personal benefit or gain to the members of the applicant organization;
• it supports tourism or other purely economic benefits;
• it advances a particular political issue;
• it enhances lands and buildings owned and/or operated by a government;
• it is a responsibility that has traditionally been fulfilled by a government; or
• it funds activities that do not fall within one of the four charitable classifications.

Apply online for a Marriage Licence through the Provincial Portal
A marriage license is a required official permit that enables the couple to have a marriage ceremony. It is a prerequisite in obtaining an official Marriage Certificate from the province. The Township of South-West Oxford issues marriage licenses that can be used to marry anywhere in Ontario (we issue licenses for outside the County). There is no waiting period for a marriage license. The license is valid immediately once issued. A Marriage License is valid anywhere in Ontario for 90 days from the date it is issued. Should the 90 day period expire, another license must be purchased. No refunds can be provided for marriage licenses issued.
To obtain a marriage license, complete the online application form. The Township will receive the application once complete and contact you to set up an appointment to pickup your Marriage Licence. Only one applicant is required to attend the in-person appointment, but must bring the government-issued photo identification (two pieces) for both applicants. Identification must be valid (cannot be expired). You can also contact the Municipal Clerk at 519-485-0477 x 7027 for assistance with the online application portal, and to set up an appointment time to pickup your licence.
Government-issued photo identification and proof of citizenship is required for both applicants. Acceptable identification includes:
- Original Birth Certificate
- Valid driver's licence with photo
- Valid passport
- Canadian Citizenship card with photo
- Native Status card with photo
- Record of Immigration Landing with photo
- Age of Majority card with photo
Applicants Aged 16 and 17 Years
Applicants aged 16 and 17 must have the written consent of their parents. Further information with respect to these situations is available from the Clerk's Office.
Divorced Applicants
Within Canada: Applicants who have been divorced within Canada are required to produce either the original or a certified copy of the Decree Absolute or Certificate of Divorce. Certification may be obtained through the Courts.
Outside Canada: Applicants who have been divorced outside of Canada are required to follow a different process in order to ensure that their divorce is honoured in this Country. Please visit the Service Ontario website for further information.
Widowed Applicants
Applicants who are widowed are not required to provide proof of the death of their spouse.

Civil Marriage Solemnization Service
The Township offers civil marriage solemnization service (civil marriage ceremonies). The Township has authorized Jack C. Wharram Jr. to provide this service upon request. Please contact the Clerk to book this service. Associated fees and charges are listed below.
Fees and Charges
Schedule 'A' of the Township of South-West Oxford By-law No. 40-2025 lists the fees as the following:
Marriage License Fee: $110.00 (no HST)
Civil Marriage Solemnization Service in Township Office (during regular office hours): $255.00 + HST
Civil Marriage Solemnization Service (outside regular office hours): $306.00 + HST
Rehearsal Fee: $51.00 + HST
Mileage (outside Township of South-West Oxford): $0.61/km + HST
Fees can be payable by cash, cheque, debit or e-transfer.
What is a Special Event Permit?
Special Event Permits are required when any of the following matters are involved:
- Increased Motor Vehicle traffic on any travelled road or highway in the Township.
- Traffic control requirements on any road or highway or property.
- Any highway closure, lane restriction or obstruction.
- Construction or installation of a temporary stage or similar structure that is ten square metres (10m²) or larger or more than one (1) metre high.
- Food Vendors.
- Vendors of any goods, merchandise or services.
- Auctions for any goods, merchandise or services.
- Amusement devices and inflatables regulated under the Technical Standards and Safety Act, 2000, S.O. 2000, c. 16;
- Rides on a Motor Vehicle of any kind.
- Barn wedding.
- Petting zoo or animal rides.
- Any other matter or activity for which any form of permit or authorization is required under Applicable Law.
In addition, a Special Event Permit may be required for any event that:
- Has the potential to strain emergency services in the Township.
- Has a foreseeable impact on the regular flow of traffic.
- May adversely affect the community.
- Presents an elevated risk to the health and safety of participants or the general public.
- Presents an elevated risk to the infrastructure of the Township.
Application Process
- Submit your Special Event Permit Application at least 45 days before the event.
- Include all required supporting documents, such as:
- Venue plan(s)
- Proof of insurance
- Parking and traffic management plans (if applicable).
