Purchasing and Procurement

The Township of South-West Oxford operates on the basis that competitive markets will provide taxpayers with the best products and services available to meet our needs. When Township projects need to be completed by outside companies, the Township of South-West Oxford is committed to selecting suppliers that offer the best quality and value for the services they are providing.  

We do not discriminate in favour of any particular type of supplier. When examining prices, quotes, and tenders; consideration is given to several factors including price, quality, performance, services offered, and delivery.

Section 270 of the Municipal Act mandates that a municipality must adopt and maintain policies with respect to its procurement of goods and services. The Township's procurement procedures are determined by the Purchasing By-Law (No. 56-2015) which has been approved by Township Council and is mandatory for all Township Departments.

In accordance with the Township's Purchasing Policy, the Township reserves the right to accept or reject any bid. The work to be done (under the specifications listed for the tender) consists of supplying all labour, materials, and equipment to construct the work as outlined on the drawing(s) unless noted otherwise. The Form of Tender and Agreement lists which materials are to be supplied by the contractor. The Tenderer must satisfy themselves that they understand the meaning and intent of the drawings and specifications before submission of the tender.

Health and Safety Policies

All contractors performing work on Township-owned property are required to review Township Health and Safety Procedure #25 - "Contractor's Responsibilities and Duties Tendered".  Before performing any work for the Township on Township-owned lands, successful bidders must submit a signed copy of Procedure #25.

Active Bids, Tenders, and Sales

Occasionally the municipality has surplus goods for sale. In fairness to the Township's ratepayers, the Township endeavors to achieve best value in the sale of all municipally-owned items. Tenders received after the submission date and time will not be considered and will be returned unopened to the bidder.

Recently Closed Bids and Tenders

This request for tender closed on Wednesday, October 23rd, 2024 at 12:00 p.m. EST local time.

At their meeting on November 5, 2024, Council of the Township passed the following resolution:

RESOLVED that the Council of the Township of South-West Oxford receive report DD 05-2024: Confirmation of Drainage Tender for the Strik Municipal Drain 2024 as information;

AND FURTHER THAT the tender submitted by TAS Excavating & Rentals Ltd. in the amount of $239,599.14 plus HST ($270,747.02 including HST) for the construction of the Strik Municipal Drain 2024 be approved.

Addendum #1

 At their May 7th, 2024 meeting, Council passed the following resolution:

RESOLVED that Council of the Township of South-West Oxford receive Report WD 4- 2024 as information;

AND FURTHER THAT Council approves the bid of $2.35 per tonne plus applicable taxes from C.R. Chittick Construction in keeping with Section 22(c) and Section 6 of the Township's purchasing policy.

View Tender 2024-04 - Gravel Crushing and Stockpiling

 This request for proposal (RFP) closed on Thursday, March 28th at 11:00 a.m. local time. At their April 16th, 2024 Meeting, Council passed the following resolution:

RESOLVED THAT Report FC2024-006 entitled “Replacement of Station #3 Pumper Fire Apparatus” be received as information; 

AND FURTHER THAT Council approves the purchase of one (1) new 2025 Triple Combination Pumper Apparatus from Fort Garry Fire Trucks Ltd. at the proposed price of $660,695.00 plus HST;

AND FURTHER THAT an additional maximum of $4,000 be allocated, from the Fire Service Vehicle Reserve, as part of the overall purchase to facilitate a radio installation and mounting of equipment and tools.

The 2024 Asphalt Tender closed on Monday, March 11th at 11:00 a.m. local time.

At their March 19th, 2024 meeting, Council passed the following resolution:

RESOLVED that the Council of the Township of South-West Oxford receive report WD 02-2024: 2024 Asphalt Tender Results as information;

AND FURTHER that Council approve the Tender bid of $928,955.00 plus applicable taxes from JAAR Excavating LTD. to perform the work listed in the tender.

This tender closed on Friday, February 2nd, 2024 at 11:00 a.m. local time.

At their February 20, 2024 meeting, Council passed the following resolution:

RESOLVED that Council receive report WD 1-2024 as information;

AND FURTHER that Council approve the purchase of one (1) new 2024 Caterpillar payloader from Toromont Cat at the tendered price of $285,427.00 plus applicable taxes;

AND FURTHER that Council approve the purchase of the provisional tender items from Toromont Cat at the tendered price of $38,350.00 plus applicable taxes;

AND FURTHER that Council authorizes the Works Superintendent to sell the Township’s 2002 Case 621D pay loader, as is.
