Council Highlights – May 6, 2025

This meeting took place the Township of South-West Oxford’s Municipal office at 9:00 a.m. A summary of the happenings from Council is as follows:

  • Committee of Adjustment Hearings: applications A03-2025 submitted by Woodstonian Cattle Inc. for property located at 524120 Curry Road and A04-2025 submitted by Mt. Elgin Developments Inc. for property located within the Mount Elgin Heights Subdivision (Phase 6) for minor variance were granted by Council.
  • Storm Water Utility Fee By-law Development: the final report from rw2 Engineering Ltd. regarding the proposed stormwater utility fees and financing was received. The by-law will be brought forward at an upcoming meeting for final consideration and approval.
  • Rural Oxford Economic Development Corporation: Council received a presentation from Ronda Stewart reviewing ROEDC’s year in review and providing an update on plans for 2025.
  • Rotary Club of Ingersoll Request for Funding for Food Warehouse: Council received a presentation from the Ingersoll Rotary Club requesting funding to support the refurbishment of the CAMI gymnasium for use as a food warehouse for local charitable groups and community assistance organizations.
  • Oxford County Housing Strategy Presentation: Council received a presentation from the Director of Human Services regarding Oxford County’s housing strategy and homelessness response strategy.
  • Staff Reports:
    • An introductory report from the Township’s new Chief Building Official was received as information.
    •  A follow-up report on the proposed sale of a portion of the Henrietta Street Road Allowance was received. Council authorized staff to proceed with the sale of the subject land on a conditional basis.
    • A follow-up report on the keeping of chickens in residential zones was received. Council directed staff to proceed with the conditions outlined in the report, with the exception of the condition that no chicken be replaced at the end of its useful life.
    • Council received the 2024 Fire & Emergency Services Year-End Report for information.
    • A report on the 2024 activity of the solar panels at the Salford Community Centre was received.
  • Notice of AGM – ERTH Corporation: Council nominated Mayor Mayberry to attend the ERTH Annual General meeting on May 29, 2025.
  • Strong Mayor Powers: the CAO and Treasurer are attending a webinar regarding the provincial expansion of Strong Mayor Powers. Council directed staff to bring a follow-up report for consideration at an upcoming meeting.
  • 2025 AMO Delegation Request: Council received the request for AMO delegations as information.
  • By-laws and Agreements: appointment by-law for Sweaburg Parks and Recreation Committee; provide for maintenance of Municipal Drains in 2024; authorize execution of an agreement with UTRCA (Beachville Conservation Area); provide for the levying of taxes for the year 2025; and to amend the Township Zoning By-law (ZN 4-23-15 – Oxford Reformed Christian School).
  • New Business: following the presentation from the Rotary Club of Ingersoll, Council will consider a donation between $7,500 and $10,000 for the warehouse refurbishment. Staff were directed to prepare a follow-up report outlining financial considerations and implications.
