The Township of South-West Oxford offers a wide array of services to our residents, visitors, and businesses. The Chief Administrative Officer (CAO) is responsible to Council for the efficient and effective administration of the entire Township administration. In order to meet the needs of our residents and partners, the Administration is organized into several Departments each led by a Manager.

 

 Role of the Clerk
The Clerk's Office carries out a variety of duties as defined by the Municipal Act, the Planning Act, and other related statutes, and as directed by Council including the preparation of Council meeting agendas, recording of minutes, and distribution of communications resulting from Council proceedings.

The Clerk assists in providing legislative support to Council and acts as a general information office with respect to a broad range of inquiries from the public.

The Clerk’s Office also maintains the Municipality's records including By-Laws, minutes of meetings, the assessment roll, historical and all other information as required by statute or regulation. The Clerk, defined as the Head of the Institution under the Municipal Freedom of Information and Privacy Protection Act, responds to requests for access to municipal records.

The Clerk also provides Commissioner of Oaths Services which are available during office hours, between the hours of 8:00 a.m. and 5:00 p.m., and includes affidavits; oaths; pension documents from other countries; and Statutory Declarations. There is no fee for this service, but it is preferable if you call ahead to ensure that a Commissioner is available.

The Clerk also issues licenses, such as lottery licenses. Marriage licenses and civil marriage ceremonies, as well as burial permits, are not issued at the Township of South-West Oxford.

 Role of the Chief Administrative Officer
The Chief Administrative Officer (CAO) is the Head of Staff at the Municipality. The CAO acts as the primary liaison between the Staff and the Council, ensuring that the Council's directives are properly implemented between the various departments as well as providing support to the Council in their policy, planning, budgeting, and economic development functions. The CAO ensures that programs and policies are implemented in a timely and efficient manner, and within the goals and values of the organization. Additionally, the CAO acts as the primary point of contact between the Municipality and the community promoting economic development, coordinating with community organizations, and partnering with municipal, provincial, and federal partners.

The CAO manages the Township Human Resources and is responsible for:

  • Planning, developing, and administering policies and programs in the area of staff recruitment.
  • Training and developing employees.
  • Providing managers with the information they need to make decisions.
  • Working with other staff to ensure a safe work environment for all employees.
  • Working with departments to resolve human resources matters.
