Purchasing and Procurement

The Township of South-West Oxford operates on the basis that competitive markets will provide taxpayers with the best products and services available to meet our needs.  When Township projects need to be completed by outside companies, the Township of South-West Oxford is committed to selecting suppliers that offer the best quality and value for the services they are providing.  

We do not discriminate in favour of any particular type of supplier.  When examining prices, quotes and tenders, consideration is given to several factors, including price, quality, performance, services offered and delivery.

Section 270 of the Municipal Act mandates that a municipality must adopt and maintain policies with respect to its procurement of goods and services.  The Township's procurement procedures are determined by the Purchasing By-Law (No.56-2015) which has been approved by Township Council and is mandatory for all Township Departments.

Policies and Notices

Health and Safety

All contractors performing work on Township owned property are required to review Township Health and Safety Procedure #25 - "Contractor's Responsibilities & Duties Tendered".  Before performing any work for the Township on Township owned lands, successful bidders must submit a signed copy of Procedure #25.

Surplus Land

The Township is required under Section 270 of the Municipal Act to adopt and maintain policies with respect to its sale and disposition of land.  The Township's Surplus Land Policy (By-Law No. 42-2015) was enacted by Council and contains procedures to be followed prior to any sale of municipally owned property.

There is currently no surplus land for sale by the Township.

For Sale/For Bid

Occassionally, the municipality has for sale surplus goods.  In fairness to the Township's ratepayers, the Township endeavors to acheive best value in the sale of all municipally owned items.  

There are currently no items for sale or bid at this time.

Bids and Tenders

Request for Quote: One New - Tandem Dump

The Township is requesting quotations for one new tandem dump. Quotations must be submitted in sealed envelopes and on the forms provided, plainly marked as to contents. Chassis specificiations and equipment specifications are to be considered together to form the complete truck to be delivered. The truck shall meet all MTO requirements to pull a 25 tonne pup trailer with a ball type hitch assembly. 

Results will be reviewed by Council on February 6th, 2018. Each bid, consisting of a signed quotation and accompanying specifiication sheets, is to be submitted in a marked sealed envelope by 11:00 a.m. Monday, January 29, 2018

The lowest or any quotation will not necessarily be accepted. The Township of South-West Oxford reserves the right to award the contract in any manner it may choose.

Request for Proposal: Renovation of Salford Community Centre 

The purpose of this Request for Proposal is to evaluate and select the best possible vendor to renovate the existing male and female washrooms, install new exterior doors, and install a new ceiling in the large assembly room onsite to renew the facility. 

All submissions shall provide sufficient information to permit the Township to reach an accurate assessment of the quality and quantity of the submission and to evaluate the proponent.

Project: Beachville Fire Station #3 Bid Opening Sheet

The Bid Opening Sheet from the public tender opening on December 15th, 2017 at 2:00 p.m. is available for viewing. At this point, tenders are considered "As Read" and therefore not yet accepted.

Following the opening, the documents will be reviewed for compliance with the Instructions to Bidders. Price extensions and additions will be checked and verified to ensure that total tendered prices coincide with the unit price extensions. Any mathematical errors will be considered in red ink and initialed by the Project Manager/Designated Official who is verifying the document. 

The lowest bid may not necessarily be accepted if the bidder is not qualified, in the eyes of the Township, to complete the work as specified. 

Aluminium Tri-Axel Pony Pup Results

The quotiation proposal results are available for the procurement of an Aluminium Tri-Axel Pony Pup. Trans East Trailers was the successful quotation.
